Ministry of Cities, Environment, Regions and Transport

The Ministry of Cities, Environment, Regions and Transport (MCERT) was established in to improve coordination across housing, transport, urban development and environmental policy.

The ministry merges the functions from 4 previous government agencies:

  • Ministry for the Environment
  • Ministry of Housing and Urban Development
  • Ministry of Transport
  • Local government functions from the Department of Internal Affairs.

MCERT works with Ministers to support better decisions about the systems that shape how New Zealanders live, move, build, grow and protect the natural environment.

The Ministry is responsible for delivery of major reforms, including:

  • housing growth
  • infrastructure funding
  • transport changes (such as congestion pricing and road user charges)
  • water
  • climate adaptation.

The Ministry also supports Ministers with responsibilities across local government, the environment, climate change, transport, housing, rail and related areas.
