Mōkai Pātea Waitangi Claims Trust (MPWCT) is seeking a mandate from the claimant community of Mōkai Pātea Nui Tonu in Treaty settlement negotiations with the Crown and will publish their draft deed of mandate (dDOM) on 16 May 2020.
The Office for Māori Crown Relations – Te Arawhiti invites submissions on MPWCT’s dDOM.

MPWCT’s dDOM is a development of MPWCT’s Mandate Strategy published on 25 May 2019. Key changes include: expanded section A (History); new Section B (claimant definition); new section J (issues raised during mandate process); new section K (description of voting process); updated section L (dispute resolution and withdrawal process), and, additional appendices including a MPWCT Trust Communication Strategy and Marae Engagement Strategy.
MPWCT has agreed with the Crown, enhancements to the submissions process to support claimant community engagement in the COVID-19 context. This includes additional advertising, extending the submissions process by one week to 28 calendar days, and, providing hard copies of the document with a return paid envelopes to individuals who submitted to previous processes in hard copy.
The submissions process will commence in Alert Level 2. The Crown and MPWCT will monitor and review the submission process if the Alert Level increases again to ensure that those who wish to participate are not unduly prejudiced. Consideration of a time limited extension will be given to any reasonable request from a submitter within the claimant community, who can demonstrate they have been significantly impacted by COVID-19 and are not able to provide a submission within the time frame.

Submissions must reach Te Arawhiti no later than 5:00pm on 15 June 2020.
Submissions will be provided to MPWCT and subject to release under the Official Information Act 1982.
