Vinyl records and legal deposit consultation
This consultation seeks input from publishers or representatives of publishers, on the terms and conditions relating to format, public access or other matters to be included, when vinyl records are explicitly brought within the scope of the legal deposit regime.

Scope of this consultation
Currently, neither the National Library Requirement (Books and Periodicals) Notice 2004 nor the National Library Requirement (Electronic Documents) Notice 2006 explicitly covers vinyl records. This paper proposes terms and conditions that would apply to the explicit inclusion of vinyl records within the legal deposit regime under the National Library of New Zealand Act (Te Puna Mātauranga o Aotearoa) 2003 (the Act).
This consultation does not propose amendments to the Act itself, nor to the substance of either of the two existing Notices.
How to have your say
Under the Act, the Minister is required to consult publishers or representatives of publishers likely to be affected by the proposed requirement for any documents about any terms and conditions relating to format, public access or other matters.

The consultation process will take about three weeks, starting from Monday 6 March 2017. The Notice cannot come into force until at least three months after the date of its publication in the Gazette.
All submissions are due by 5pm on Monday 27 March 2017. The Department will not include any submissions received after this time in its analysis of the consultation results.
Please note your submission will be subject to the Official Information Act 1982. The Department may also publish the submissions on www.Govt.nz. Therefore, if you consider that any or all information in your submission should be treated as confidential or is commercially sensitive, please state this clearly when you are making your submission.

What is Legal Deposit?
Under legislation, all publishers in New Zealand must deposit their publications with the National Librarian. This enables the National Library of New Zealand to collect, preserve, and make available the documentary heritage of New Zealand.
Pursuant to section 31 of the National Library of New Zealand (Te Puna Mātauranga o Aotearoa) Act 2003, the Minister Responsible for the National Library gives the following notice.
